What to Wear in Japan in November: Sapporo, Tokyo, Osaka & Okinawa

Packing for Japan in November depends on where you are going. A jacket that feels comfortable in Tokyo may not be warm enough for Sapporo, while it can feel too heavy in Naha.

Japan Meteorological Agency (JMA) 1991–2020 climate normals put November’s monthly mean temperature at 5.2°C in Sapporo, 12.5°C in Tokyo, 13.8°C in Osaka and 22.5°C in Naha. That is a 17.3°C difference between Sapporo and Naha. These are 30-year averages, not a forecast for your travel dates. Check the local forecast before you pack and plan to add or remove layers.

How different is November weather across Japan?

City November mean Mean daily high Mean daily low
Sapporo 5.2°C / 41.4°F 8.7°C / 47.7°F 1.6°C / 34.9°F
Tokyo 12.5°C / 54.5°F 16.7°C / 62.1°F 8.8°C / 47.8°F
Osaka 13.8°C / 56.8°F 17.8°C / 64.0°F 10.2°C / 50.4°F
Naha 22.5°C / 72.5°F 25.0°C / 77.0°F 20.4°C / 68.7°F

Figures are JMA climate normals for 1991–2020. The monthly mean is not necessarily the midpoint between the mean high and low. Each figure represents its city’s observation station; mountain areas, coastal locations and higher elevations can feel quite different.

What to pack by destination

Sapporo and Hokkaido: prepare for early winter

Sapporo’s mean daily low in November is 1.6°C / 34.9°F. Bring a warm base layer, a sweater and a wind-resistant outer layer. Gloves or a scarf can help if you expect to spend a long time outdoors.

Sapporo does not represent all of Hokkaido. Conditions vary by location, elevation and date, and snow may affect travel. Check the local forecast and transport updates for your itinerary.

Tokyo, Osaka and Kyoto: use easy-to-remove layers

Tokyo’s mean high and low are 16.7°C / 62.1°F and 8.8°C / 47.8°F. Osaka’s are 17.8°C / 64.0°F and 10.2°C / 50.4°F. A light jacket may be comfortable while walking in the afternoon, but mornings, evenings and shaded streets can feel chilly.

Try a long-sleeved top with a cardigan or light sweater, plus a jacket or coat you can take off. If you plan temple visits, garden walks or evening illuminations in Kyoto, dress for the hours you will be outside, not just the afternoon high.

Naha and Okinawa: pack lighter, with one layer for breezy evenings

Naha’s mean November high is 25.0°C / 77.0°F and its mean low is 20.4°C / 68.7°F. The season feels very different from mainland cities, and short sleeves may be comfortable during the day. Pack lightweight clothing and a light layer for air-conditioned interiors or breezy evenings.

Conditions can vary across Okinawa’s islands and with the weather. Check the forecast if you plan to spend time by the sea.

Build a flexible outfit without overpacking

If your itinerary covers several regions, a few lighter layers are often more useful than multiple bulky items:

  1. A long-sleeved base layer.
  2. A cardigan or light sweater to add when temperatures drop.
  3. A light jacket that helps block wind or light rain.
  4. Optional warm accessories for colder destinations or evening plans.

Trains and shops may be heated, so removable outerwear can make temperature changes easier to manage. If you will be walking a lot, comfortable shoes matter as much as the temperature.

Check these three things before departure

1. Look up each city on your itinerary

Use a destination-specific forecast rather than a single “Japan in November” summary. Check Sapporo, Tokyo, Kyoto, Osaka and Naha separately if your route covers multiple regions.

2. Check the morning and evening temperatures

The daily high alone may not reflect how it feels during an early transfer or evening sightseeing. Look at the low, wind and rain forecasts too, and match your layers to the time you will be outside.

3. Treat mountains, coasts and night events separately

City climate normals do not predict the temperature at a mountain lookout, highland, beach or outdoor event after sunset. Check the destination’s official guidance and local forecast, taking elevation and wind into account.

The takeaway: pack for your cities and dates

November can call for early-winter clothing in Sapporo and lightweight outfits in Naha. In Tokyo and Osaka, a long-sleeved base, a removable middle layer and a light jacket give you room to adjust through the day.

Use JMA climate normals to understand regional differences, then make your final packing choices using the city-by-city forecast close to departure.
